if they are doing that on purpose then no and if someone is running away from a monster they probably don't care about their one percent of exp if they die anyway so just leave people alone okay ^___^;;;;;;;;

Rule 7:

# Do not Kill Steal (KS). If a monster is aggressive and the person attacked is not asking for help, it belongs to that person until either the monster or the person is dead. Likewise, any person that attacks a monster first has the right to that monster until either monster or person dies. MVPs are an exception, they are Free For All (FFA). Minibosses such as Angeling, however, are not FFA and it belongs to the first person who attacks it. Monsters that were summoned by a Creator (marine spheres, plants, ...) can normally be attacked by everyone. However, if that person summoned those and kills them in order to find items like alcohol, then third persons are not allowed to KS those plants / mushrooms.
